<p>「人生100年時代」という言葉が現実味を帯びてきた現代。私たちの働き方、そして企業のあり方も大きな変革期を迎えています。かつての常識が通用しなくなりつつある今、企業の人事制度はどのように進化していくべきなのでしょうか？<br>本コラムでは、社員一人ひとりが輝き、企業も成長し続けるための新時代の人事戦略とキャリア設計のポイントを紐解いていきましょう。</p>



<h3 class="wp-block-heading">１．「磯野波平さん54歳」の衝撃？シニア雇用は“義務”から“戦略”へ</h3>



<p>かつて、国民的アニメ「サザエさん」の磯野波平さんは54歳で定年間近という設定でした。当時の男性の平均寿命が60歳前後、年金支給開始が55歳だったことを考えると、定年後の期間は現代と大きく異なります。平均寿命が20年以上延びた現代では、65歳で定年を迎えても、その後の人生は15年以上続くのが一般的です。</p>

<p>この長寿化は、単に年金財源の問題に留まらず、「長い余生をどう生きるか」という個人の切実なテーマにも直結しています。遊んで暮らすには長すぎるこの時間を、多くの人が「社会と関わりたい」「誰かの役に立ちたい」といった労働価値を通じて充実させたいと願い始めています。</p>

<p>このような変化を踏まえると、シニア雇用は、もはや単なる労働力不足や年金問題への対策という側面だけでは捉えきれません。むしろ、彼らが長年培ってきた経験や知識を活かし、<strong>「社会に貢献する喜び」を実現できる場を企業が提供することこそが、企業の新たな成長エンジンにも繋がるという戦略的な視点</strong>が求められています。<br>そのためには、形だけの嘱託としての雇用延長ではなく、シニア社員が真にその能力を発揮できる業務内容を設計し、それに見合った報酬体系を整備することが重要になります。</p>

<p>具体的に企業が取り組むべきこととして、まず<strong>シニア世代の知見を活かせる役割を社内に創造する</strong>ことが挙げられます。例えば、豊富な経験を背景にしたアドバイザー業務や、若手育成のためのメンター制度などが考えられ、そこで生み出される企業への貢献と付加価値に見合う報酬を設定します。<br>しかしその際、忘れてはならないのが<strong>次世代社員の成長機会の担保</strong>です。シニア層の活躍の場を広げるあまり、管理職ポストが固定化し、結果として若手社員が経験を積む機会を奪ってしまう事態は避けなければなりません。さらに、戸籍上の年齢のみで一律の処遇を決定するのではなく、<strong>個々の健康状態、能力、そして働く意欲に応じた多様な働き方</strong>（例えば、時短勤務や専門業務への特化など）を提供することも、年齢差別の解消という観点からも有益でしょう。</p>



<h3 class="wp-block-heading">２．「豊かさ」が変えた働き方：終身雇用は過去のもの？</h3>



<p>戦後の日本は、貧しいながらも高い出生率を背景に人口が増加し、それが経済成長を力強く後押ししました（いわゆる人口ボーナス期）。しかし、社会が豊かになるにつれて少子化が進むのは、ある意味で自然な進化の過程と言えます。豊かな時代は、私たちの人生における選択肢を格段に増やしました。その結果、金銭的なインセンティブだけでは、社員のモチベーションを維持し、企業に繋ぎとめることが難しくなってきているのです。</p>

<p>「生活のため」という動機が大きなウェイトを占めていた「働くこと」の意味合いも、自己実現の手段が多様化した現代においては、より複雑なものへと変化しています。情報化の進展によって転職が以前よりも格段に容易になったことも、この流れを加速させる一因と言えるでしょう。こうした状況下では、社員がひとつの会社に生涯を捧げるという<strong>終身雇用を前提とした従来型の労務政策は、その有効性を失いつつあります。</strong></p>

<p>かつての終身雇用制度が機能したのは、働く場の選択肢が限られ、社員が企業に対して高い依存関係にあった時代背景があります。しかし、豊かな社会が到来し、個人の価値観が多様化した現代においては、企業と社員はより対等なパートナーとして、互いに尊重し合い、共に成長を目指す新しい関係性を構築する必要があります。</p>

<p>そのためには、人事制度そのものを根本的な構造から見直し、<strong>企業と社員が真に対等な関係であるという前提に立った労務政策へと転換する</strong>ことが求められます。「お金を払う方が偉い」といった旧態依然とした発想は、顧客に対するカスタマーハラスメント問題など、あらゆる場面での誤解や軋轢を生む根源ともなりかねません。</p>

<p>また、多くの社員にとって、もはや管理職になることだけが魅力的なキャリアパスとは言えなくなっています。企業は、<strong>管理職以外のキャリアコースにおいても、専門性を深めたり、特定の分野で顕著な貢献をしたりすることで、相応の報酬や自己実現の機会が得られるような複線型の人事制度を幅広く用意する</strong>必要があるでしょう。さらに、自社の事業が社会に対してどのような価値を提供しているのか、その「パーパス（存在意義）」を明確にし、社員が日々の業務を通じて社会貢献を実感できるようにすることも、エンゲージメントを高める上で非常に重要です。</p>



<h3 class="wp-block-heading">３．「役職定年」の是非：シニアの活躍と若手の登用、どう両立させるか？</h3>



<p>定年延長の議論が進む中で、避けて通れないのが「役職定年」の扱いです。シニア社員のモチベーションを維持しつつ、同時に若手社員に活躍の機会を提供するという、時に相反しかねない課題に、企業はどのように向き合っていくべきなのでしょうか。</p>

<p>一つの考え方として、<strong>定年延長に合わせて役職定年の年齢も引き上げる、あるいは廃止する</strong>という選択肢があります。その主な目的は、元気で意欲のあるシニア社員が引き続き指導的な立場で活躍できるようにすることであり、年齢だけで一律に判断することへの疑問も背景にあります。しかし、この方策には、管理職ポストの流動性が低下し、若手の昇進機会が遅れたり、組織の新陳代謝が滞ったりするのではないかという懸念も伴います。</p>

<p>もう一方の考え方として、<strong>役職定年の年齢は維持する</strong>という選択肢も考えられます。こちらは、若手社員に早期から責任あるポジションを経験させ、成長を促すことで、組織全体の活性化を図ることを重視するアプローチです。ただしこの場合、役職を外れたシニア社員のモチベーションをどう維持し、彼らにどのような新たな役割と処遇を用意するのかが大きな課題となります。</p>

<p>重要なのは、これらの選択肢のどちらが絶対的に正しいということではなく、<strong>自社の組織戦略や人員構成、企業文化などを総合的に勘案し、定年延長と役職定年の関係性について社内で十分に議論を尽くすこと</strong>です。そして、決定した方針については、社員に対して丁寧な説明を行い、納得感のある制度設計を心掛ける必要があります。画一的な対応に終始するのではなく、個々の社員の状況や能力に応じた柔軟な運用も視野に入れるべきでしょう。</p>

<p>例えば、役職定年を延長する場合には、<strong>若手社員が管理職登用までの期間が長くなることを見据え、プロジェクトリーダーや部門横断的なタスクフォースへの参加など、早期に責任ある経験を積めるような機会を意図的に創出する</strong>ことが求められます。逆に、役職定年を維持する場合には、<strong>管理職を外れたシニア社員の豊富な専門性や貴重な経験を活かせる新たな役割（専門職としての活躍の場、後進育成のための顧問やメンターなど）を再整備し、それに見合う処遇を検討する</strong>ことが不可欠です。キャリアコンサルティングなどを通じて、本人の意向を丁寧にヒアリングすることも有効な手段となるでしょう。</p>



<h3 class="wp-block-heading">４．スペシャリストかゼネラリストか？これからの人材育成とローテーション</h3>



<p>「管理職は罰ゲーム」といった少し過激な言葉も聞かれるように、もはや報酬の多寡だけでは管理職というポジションの魅力を高めることが難しくなっている時代なのかもしれません。かつては、多くの社員がゼネラリストとして幅広い知識や経験を身につけ、管理職を目指すというキャリアパスが一般的でした。<br>しかし現代では、特定の分野で深い専門性を追求し、より自由度の高い働き方を求める「スペシャリスト志向」の人が増えています。スペシャリストとしての高い専門性は、会社という組織に過度に依存することなく、働く場所や条件の選択肢を広げる力となり得ます。</p>

<p>一方で、企業経営という視点から見れば、組織全体を俯瞰し、各部門間のスムーズな連携を促すことができるゼネラリスト、すなわちマネジメント能力に長けた人材の育成も依然として不可欠です。しかし、マネジメント能力を客観的に評価することは難しく、また転職市場においても専門職に比べて機会が限られる傾向があるため、ゼネラリストを目指す人材が相対的に減少しているという現実も指摘されています。</p>

<p>これからの人材育成においては、個々の社員のキャリア志向を尊重しつつ、企業の持続的な成長に必要な人材ポートフォリオを戦略的に構築していくことが鍵となります。特に、<strong>組織全体を深く理解し、目まぐるしい環境変化にも柔軟に対応できるゼネラリストの育成は、計画的なローテーション人事などを通じて、より一層強化していく必要がある</strong>と言えるでしょう。</p>

<p>具体的には、複数の部門や多様な職種を経験させることで、社員の視野を広げ、多角的な問題解決能力を養う<strong>戦略的なローテーション制度の導入</strong>が考えられます。その際には、ローテーションを阻害する可能性のある要因（例えば、専門性の分断への懸念や、異動に対する心理的な抵抗感など）への対策も併せて検討することが肝要です。<br>また、<strong>定期的なキャリア面談を充実させ、社員一人ひとりのキャリア志向（スペシャリストを目指すのか、ゼネラリストとしてのキャリアを望むのかなど）を丁寧に把握し、それを適切な育成プランや異動配置に反映させていくこと</strong>も重要です。さらに、社内での経験に留まらず、副業やプロボノ活動、外部研修への参加といった<strong>越境学習や社外での経験を奨励する</strong>ことも、社員が社内だけでは得られない新たな視点やスキルを獲得し、イノベーションを促進する上で有効な手段となるでしょう。</p>

<h2 class="wp-block-heading">５．社員の「トータル人生設計」に寄り添う、キャリア形成支援の場づくり</h2>



<p>私たちは、人生をより長期的な視点で捉え、キャリアを主体的に設計していく必要があります。これからの企業には、その良き伴走者として、社員一人ひとりの「トータル人生設計」に寄り添い、多様なキャリア形成を積極的に支援する場を提供していくことが求められています。<br>あるコンサルタントは、人生を「12年」という単位で捉えると、キャリアの節目や転換点が見えやすくなると提言しています。</p>

<p><strong>24歳～36歳（最初の12年×3段階）</strong>: この時期は、社会人としての基礎を築き、専門性やスキルの土台を丹念に作り上げる期間と言えるでしょう。</p>

<p><strong>37歳～48歳（次の12年）</strong>: ここでは、それまでに培った能力を存分に発揮し、具体的な実績を積み重ねていく時期です。多くの人が、この期間にキャリア上の大きな分岐点を迎えることになります。</p>

<p><strong>48歳～（その後のキャリア）</strong>: これまでのキャリアを継続し、さらに発展させていく道を選ぶのか、あるいは全く新たな道（セカンドキャリア）を選択するのか、大きな判断が迫られる時期です。もしこの年齢でセカンドキャリアへの一歩を踏み出すとすれば、そこから最低でも12年、長ければ24年という新たな活動期間が生まれる可能性があり、早期の準備と意識改革が大きなアドバンテージとなることは間違いありません。</p>

<p>このような人生のサイクルを念頭に置いた上で、企業は社員のキャリア自律を支援するために、具体的な施策を講じていく必要があります。例えば、40代後半から50代の社員を対象に、<strong>早期から自身のキャリアの棚卸しや将来設計について深く考える機会（セカンドキャリア研修の実施や、専門のキャリアコンサルタントによる相談機会の提供など）を設ける</strong>ことは非常に有効です。<br>また、キャリアチェンジが必ずしも転職を意味するわけではありません。<strong>社内に留まりながらも、新たな役割や専門性に挑戦できる道（例えば、社内公募制度の拡充や、高度な専門職制度の整備など）を用意する</strong>ことで、社員のエンゲージメントを高め、貴重な人材の流出を防ぐことにも繋がります。さらに、本業に支障のない範囲で、<strong>社内の別部署の業務や新規プロジェクトに関わる機会を提供する「社内副業」や「社内兼業」といった制度の導入</strong>も検討に値します。これは、社員の隠れた才能の発見やスキルアップを促進するだけでなく、外部から新たに中途採用を行うよりも、労使双方にとってリスクの少ない、効果的な人材活用策となり得るでしょう。</p>
